I. Special Financial Assistance (RA 6963)

Beneficiaries of PNP uniformed personnel who were killed in police operations are entitled Six months Salary, Allowances and Bonus

Exclusion: death caused by illness, accidents or negligence

Following are the respective Rates of Special Financial Assistance (RA 6963):


 

II. President’s Social Fund-Special Financial Assistance (PSF-SFA) authorized under PNP MC 2007-002

-  All PSF-SFA claimants (minor/or underage) for PNP personnel who were killed in a legitimate police operations (KPO) are required to submit an affidavit of guardianship.

- Documentary requirements must be original and/or authenticated by the issuing office/agency.

-  The Regional SFA Committee will evaluate the circumstances of casualties if it really falls in the category of police operations.

Following are the rates for PSF-SFA:


 

III.Commutation of Accumulated Leave (CAL)

(Sec 37, CSC MC No. 41 as amended by MC No. 14 Series of 1999)

FORMULA FOR COMMUTATION OF LEAVE CREDITS:

            (BASE PAY + LONG PAY) x (NR OF LEAVE CREDITS) x (CONSTANT FACTOR)

Wherein:

0.0478087   = (Constant Factor CSC Issuance)


 

IV. NAPOLCOM Death Benefits

Benefits Payable by the NAPOLCOM (PD 1184, NAPOLCOM 

Circular 2011-009 and NAPOLCOM Resolution No. 8)

Beneficiaries: Surviving spouse or, if there be none, the surviving dependent legitimate or legally adopted children

  • Gratuity equivalent  to 1 year basic salary in the PNP
  • Monthly pension equivalent to 80% of basic salary for a period of five (5) years from date of death
  • Burial expenses equivalent to 3 months‘ basic salary
  • Reimbursement of reasonable expenses for medicine, medical attendance, hospital fees, necessary transportation and subsistence
  • Restoration of deducted leave credits for absences incurred by reason of sickness or injury which cause his death and the subject of claim

Other Beneficiaries: Non-dependent legitimate children together with illegitimate children, if any, or if there be none, the surviving parents or in their absence, the surviving brothers and sisters of the deceased member can avail of the death benefit claims except the monthly pension for 5 years.


 

V. Death Pension for Survivors (1 Rank Higher)

Transfer of the Monthly Pension pursuant to Sec. 14, Res. 8 in relation to Sec. 4 of Res. 8  

Equivalent to 50% of Base Pay & Long Pay based on the grade next higher than the separation grade, to be divided equally among the survivors w/ accretion

 - applies to those who died in line of duty with at least 20 yrs of active service and thus considered as “posthumously retired” for survivorship benefits

 Note: Active PNP personnel died in line of duty, with at least 20 yrs of active service; (One rank higher benefits apply)

 

DEATH PENSION for SURVIVORS (Present Rank)

Transfer of the  Monthly Pension pursuant to Sec. 15, Res. 8 in relation to Sec. 10 of Res. Number 8  

Equivalent to 50% of Base Pay & Long Pay based on the separation grade, to be divided equally among the survivors w/ accretion

 - applies to those who died in line of duty with less than 20 yrs of active service and thus considered only as “posthumously separated” for survivorship benefits

 Note: Active personnel died in line of duty, with less than 20 yrs of active service; (Does not apply the one rank higher benefits)


 

VI. PSMBFI Basic Life Insurance Coverage

  1. PSMBFI Cash Advance to beneficiaries of deceased members (deductible from Insurance Coverage Claim)
  2. If KIA/Accidental Death, plus P25,000.00

    PSMBFI Insurance Coverage (amount depends on rank)

b. PSMBFI-SGTI Insurance Benefit for Non-members

Natural Death: P17,000,00

Accidental Death/KIA: P42,000.00


 

VII. SPECIAL EDUCATIONAL ASSISTANCE PROGRAM (PNP MC 2012-017)

  1. PNP-De La Salle-College of Saint Benilde (DLS-CSB) College Educational Assistance Program (full scholarship & additional stipend of P10,000.00 per School Year from the PNP)
  2. PNP-PLDT-SMART College Educational Assistance Program (P10,000.00 per School Year)

     3. PNP- Kaagapay sa Pangarap Foundation, Inc. (KPFI) High School Educational Assistance Program (P10,000.00 per School Year)

 


NAPOLCOM Scholarship Program

- Administered by NAPOLCOM as provided in RA 6963

Beneficiaries: Dependents of PNP personnel Killed or Permanently Incapacitated From September 4, 1990 to present

- Source of funds: Firearms license fees (25% of the  Net proceeds), distributed as follows:

                                        PNP       -             40%

                                        AFP        -             30%

                                        BFP        -             20%

                                        BJMP     -             10%

Where to Apply: Regional NAPOLCOM Offices

Benefits:

- Tuition fee and Miscellaneous fee:

              College               Php 22,000.00 per semester

              Vocational           Php 12,000.00 per semester

              Secondary           Php 16,000.00 per school year

              Elementary         Php 12,000.00 per school year

NAPOLCOM Memo Circular No. 2012-002 dated December 3, 2012 entitled “Prescribing the Authorized Awards to be conferred to Non-Uniformed Personnel of the PNP”
